With the inhumanly-rapid rise of AI, Theil's suggestion sounds all-too-likely to me (and to many others, I suspect).
And I think it might not be a dictionary-definition government but rather an intertwined group of corporations, NGOs, and governments large and small, all using and being used by AI.

This reminds me of that comic of a corporate meeting and the boss asks for suggestions. People give their suggestions and then that one guy gives the most obvious answer. The boss looks angrily at that guy. The guy looks at the boos. Then the guy gets thrown out of the top floor.
Thiel is the boss in that comic when anyone suggests that his company represents the very concerns he has.

Just a thought. I'm not pushing the idea, but I think it fits just as well as having a human in the role. Machine intelligence is inorganic and thus without actual empathy, and are already showing the ability to deceive VERY effectively.
