Where I live in NY there is this ridiculous "utility" company, call the Dutchess County Water and Wastewater Authority, that pretends they are a government entity, but operate as a private business. They buy up small water supply systems and add them to their network. About 25 years ago, they got the county to authorize a HUGE bond to pay for some work on one of the areas they "annexed". Whether you wanted to begin getting water at your house through their system or not, you get assessed an annual bond payment that is added to your other property taxes. (people who didn't connect only pay half because they "might" connect in the future; seriously!) The bond was a FIFTY YEAR BOND! We pay about $600 a year for the bond, and another $40/month for water, and because the water is virtually unpotable (it's from the Hudson), we buy bottled water for drinking and cooking, which adds another $60/month to our monthly cost of water. These three water costs add up to about $150/month for water! I can't wait to move out of NY! (have to wait for my wife to retire :) )
In all seriousness, if you've paid these fees for the past 5 years, you could've paid to have your own private well installed ($6 - $7k). It might not be too late.
Given the yearly budget crises and weird additives local water "authorities" here in New England provide, I'm grateful to have raised my kids on well water.
I moved here 5 years ago. Soon after moving, I looked into this. I even sent a grievance to that "utility" to claim it's not justified. Even if you have a well, which some people kept, they charge $300/year because "they might connect some day". It's the most ridiculous thing I've ever seen when it comes to taxation. I even did the math to show that they got a bond passed for far more than the actual cost. I sent this analysis to the State Attorney General, but they are too busy trying to get Trump arrested. NY is the most disgusting state ever!
Slight correction: it was only a 40-yr bond :) What really burns me is I tried to get the State Attorney general to look into it, because in addition to a bond being passed that the "utility" is not authorized to issue, the total cost of the work appears to have been less than what the bond amount was. The AG office replied with, "This is a local matter that will need to be dealt with locally" (or some such wording) I guess that office is too busy trying to charge Trump with bogus crimes.

I have friends that live in NY and they do not have any problems like that with their town. Maybe because they are very rural in the Southern Tier.
