Maybe the regular TSA agents are so butt hurt over how they are being portrayed by the media they are intentionally slowing down the check in process. Once the ICE agents show up they realize some heavy eyes are now on their performance and they stop slowing down the checks.
Very possible. The saying that TSA stands for, "Thousands Standing Around" isn't unfounded. They seem to always operate in SLOW mode with many closed/unmanned lines even during peak busy times. One might logically assume there might be a directive to NOT work too fast or efficiently so that no one looks bad or loses their job if it were proved that the job could ve done by 40%-60% fewer people.
