Once they separate the outer envelope from the ballot, there's no connecting them back together.

THIS IS A BIG FAIL.
In Florida the barcode is on the ballot and the envelope. The envelope mailed out and the one you mail it back in and it must match the ballot.
True. But is that accurate? Do we know if there is no corresponding bar code on the mailing, the ballot, and the mail-back envelope?
It doesn't say it's not on the ballot.
I think he did say that actually. I think he specifically said it’s only on the envelope.
Did he say anything about watermarks and special paper for the ballots?
I would say nothing and surprise them with that myself.
