Iranian fishing boats and other small boats / jet skis are used by IRGC to control the Strait of Hormuz. Not everything is an armed speedboat or modified jet ski.
Fishing vessels are also used to ship weapons and for attacks occasionally. Iran's main fishing ports are in the Northern Persian Gulf, not near the Strait of Hormuz.
The U.S. blockade against Iranian shipping through Strait of Hormuz includes any commercial or fishing vessels too.
If it comes from Iran, even if it's just a wind surfer or kayak... it should be a target. Otherwise, there is no telling what stunts the IRGC will try to pull.
Not only that, China has container vessels that have been modified to be disguised missle launching platforms. For instance the Zhong Da 79 which was identified as a testbed for containerized weapon systems, capable of carrying 48-60 vertical launch system (VLS) missile cells, radar, and self-defense weapons

The 60 day time limit is almost up and there are several Republicans that are not onboard with what Trump is doing - especially when there is little to no international support. Just wondering if any other pedes have some input on this. If the Iranians know this is an issue, which I am sure they do, then their whole game will be to keep things going and run out the clock hoping Trump will be forced to withdraw and they can claim a victory for their hardcore base. Iran's missile and drone stockpiles are not as degraded as first thought including launchers. China has been resupplying them.
