As it turns out, SSNs did not begin being assigned at birth until 1989, so it would not have appeared on Obama's birth certificate.
My children all born '89 and latter did not receive them until years latter and are sequential thanks to applying for all at same time.
But the SSN was originally issued in 1920's I believe.
For adults, mainly. You had to apply for one. That's what I did when I was 18 (I think). I think that is when my income tax obligation kicked in.
My daughter was born in 1989 and the hospital requested a SSN for her before we left the hospital.
