it was virtually certain that someone, somewhere would be allowed to acquire this info, so "perhaps" this - a known entity that can be somewhat monitored and held accountable - is better than that an openly or covertly hostile entity from god-only-knows-where get its hands on it.
This horse has left the gate, but it makes clear that, among other things in the tech/AI realm, a digital bill of rights is DESPERATELY needed ASAP to "try" to manage this kind of thing.
