It’s the jews.
Recently I was on the periphery of a Facebook Marketplace scam. Someone pretended to be the owner of a service truck and a side by side off road vehicle and were advertising them for sale. But they were actually owned by an associate of mine. In luring the perpetrators out into the open I found they were a group of jews living in New York City!
All of us suspected those we are told perform these scams- The Russians, The Serbians, The Indians.
But nope- Every. Single. Time.
It was the jews.
It's not always the Jews. I've seen the scammer hacking channels on YouTube get access to the call centers and it's usually an "empty" office building in India sort of like a reverse Learing center.
But even with that, you'd think they'd be blacklisted for unsolicited calls almost immediately. NOBODY NOSE why they keep getting through.

We should also fix the telephone infrastructure to require origin authentication / verification to place a call with a domestic number. Other countries have it - but as is typical with the US administrative state, we only got a half-assed, asinine version that doesn't work and only creates paperwork for anyone legitimate (STIR/SHAKEN)
