He must have been sick on Neck Flap Day at the Academy.
It's not a mask ... or at least, there is more than a mask going on. If you look at the video (maybe another anon can supply the link), there's an entire mouth underneath the mask and ... it's his mouth!
Once you see both mouths moving at the same time while he's speaking, you can't understand it and it becomes obvious that somehow his mouth is showing up twice on the feed, one on his face and the other below the line. So whether or not he's wearing a mask, this is some kind of production error, or a messed-up camera lens.
Further to this, Fox's production value has serious issues at times. I've seen numerous "glitches" that I can't really explain beyond production artefacts because otherwise the glitches make no sense at all.
It's the shadow of his chin.

I am pretty retarded but who isn't in this world? We are all operating way under our capacity mentally. Our brains/nervous systems are biological mega-computers with the power to synthesize reality and project it in realtime 3D space down to the picosecond in sync with physical reality. We all contend with the same physical elements of reality but the way it looks and what we think things represent varies greatly depending on our particular outlook.

So after digging into production glitches it is actually a shadow caused by a double lighting effect.
There are two separate lights creating both that washed out look (front light) and a light from above creating the chin shadow. That's why it moves with his face as well, because part of the shadow is caused by the guy's chin.

It CERTAINLY DOES look like he's wearing a mask....There's no reasonable explanation for what's going on with his neckline that I've heard yet.
So...WHAT'S THE POINT? - Maybe the point is to draw attention to him, his relationship to the administration, Flynn etc. This "little stunt" might be just enough to get you to dig a little...

It's a mask. May I draw your attention to his clothing?
The collar and collar stand are both collapsed, and he is wearing a dress shirt over an outer garment weight colored T-shirt. His jacket is hurriedly put on and is so ill-adjusted that the shirt isn't covered by the collar on his left side. That collapse of the collar is the mark of a poorly made and inexpensive shirt. Look at the ladies collar; you can see the difference.
A military man, especially of that rank is unlikely to appear in public in this level of dishabille. To represent himself without being squared away?
Even if he was in reduced circumstances and couldn't afford a decent shirt, a million dollar collar stay of some type would be used. I can't see them, but I would bet money this person didn't have polished shoes, either.

I do think some of the supposed “mask” videos we’ve seen are due to compression artifacts…but this one seems as if it is legitimately a mask. Just my opinion after doing a little digging.
