There are enough traitors to go around. Some can be hung, others can be shot. Let's spread it around a bit.
Give them small percentage of all the successful uses of public funds. Claw it all back if there is any theft. It will highly motivate them to do their jobs to maximum efficiency.

Lets make it a referendum of the people here in the u.s. Those corrupt assholes in our congress and senate would never do it. Lets include all gov employees.
