Before that tho, with Hmong specifically, supposedly 100,000 fled to Thailand, with 2.5-3k, personally settled by America. Then, we resettled anywhere between 100k-130k of them, in America. Just on that alone, with them acknowledging that vetting was "light" in the beginning, means that many foreign actors could come in just on that alone.
