The Federal executive branch has jurisdiction over federal elections (obviously). I am not sure what the feds can do about state and local elections though.
Usually if election interference is happening which is definitely the case, there can be many justifications for the US Government to intervene.

So long as Spencer comes in second, he has another chance as it will be him vs bass. After this first fraud, which I believe is very closely monitored, we are about to see a doj statement about them investigating the suspected fraud in the mayoral race.
Nobody should "dismiss" this. They're daring us all to do otherwise
