The only thing I wonder about when I think about that question is why places like China would go along with it? Payoffs maybe?

It is not untraceable. Every ballot received and counted after election day should be proofed even if it takes contacting the "voter" in person.
Of course only until it is enforced that NO BALLOT received after election day is counted (except military overseas).
Early voting starts so early, that there is NO excuse for late ballots. None. Anyone who did not vote in time, disenfranchised themselves.
