I'm a supporter of state laws covering civil crimes, but feel that violent crimes, at least the most heinous, should be handled by the federal government. Several states have passed laws allowing for the death penalty for child rape, meanwhile, some states are trying to legalize sex with children.

Yes and many celebrities should have been arrested for hooking up with children. The Philippines has law re: being alone with a minor, but allows for child having a relationship with another child at 16. Pedos think this applies to them, it doesn't...

I have been to Singapore, and it is easily the cleanest, well-groomed city I have been to, they have caning there.
Mandatory sentences, rather than judicial discretion would curtail lenient sentences by activist judges. Also make a law that ALL judges must have a legal and licensed background.
