BTW: I see this as late-stage NPM - where the whole embarrassing, fascistic idea of 'defeating socialism' via New Public Management (key date: 1989, when the Government required budget cutting, which was necessary due to yet another bank manipulation, arguably for the UK to pay for the Falklands War (1982), but more generally to justify the budget cuts in local governments all over the former British Commonwealth.
In general, budget cuts werre the sole reason for cutting back employees, but NPM theory dressed it up with fine words like Efficiency, Effectiveness, Economy), so that globally, or at least in 'Western Countries' - central governments instructed whole, functioning local government departments to be hollowed out to the point of dysfunction, while the newly installed executives - ostensibly disguised and very well-paid upper management - declared budgetary victory to their communities (and I am not kidding, look it up). They told us all that local governments - i.e. councils, were 'inefficient', and needed to be run like corporations. So, the elected members were to function like a board of directors, and they should employ a CE, at vast expense. Enter the empire of lies, formerly known as the British Empire.
OK, those CEs are politburo. They are edumecated with IDK --- SEP from HArvard, or Stanford, or they get some good pointers from their very important trips to WEF (ve hef vays of making you poor and happy) - those guys make luvverly globohomo art decorations in their propaganda, and after all one needs to get one's comms looking pretty for the public to consume.... so even scouting around the hinternetz for ideas, one can cobble together a professional-looking Long Term Plan.
So we have the perverse situation that upper . management can claim
'perks' such as comfier chairs, or how about: unlimited sick-leave for execs, because they have stressful jobs, hey.. Or in this case: AC. AC is a luxury, so they say we must cut back, but these very important people NEED AC. Shut up bigot.

P.S. Oh yes, NPM is truly wrong as a theory, and it was already debunked in 2004. (Red Flags all over the place). But hey, check your local council for the use of the words Efficiency, Effectiveness and Economy. (Maybe even: Consistency - which is code for centralization). Compare this with the service they provide. Are they under-resourced? Operating on a shoestring? NEed to raise rates, AGAIN? Then look at their globohomo art and declarations of success in achieving long term goals such as 'community wellbeing'... Know that you are paying for a very expensive politburo agent, while literally, children die due to understaffing (Doncaster 2004-2006).

Though, having lived in a build of around that height, the top floors are a lot more brutal when the AC is out, heat rises. Real question is, who the hell still organizes a tower sorted bottom to top, lowest rank to highest? I mean it is normal for the big boss to be on the penthouse, but not having it organized by department would be freaking weird.
