I picked up on this last night. 11 Stars had me wondering. Good catch with the bars!
There are 11 bars, 5 gold and 6 red.
Only the red are bars....The gold 'bars' are part of the shield....

I’m seeing the gold as the white and blue, where they used the two outer gold stripes as stripe+border

It's actually 5 bars or 7 bars. The red space is the space between the bars
*Edit - Or not. Seems if the stars are gold then the bars are too and the red space would be negative space but other comments suggests otherwise and I'm no authority on this so whatever it is. I like 17 so I hope so.
