I wonder if there are some shenanigans going on with the house where they pass the Save America Act out of house knowing full well that Senate will not pass it.

One of the holdouts, Collins, is up for reelection in a very solid blue state. It would be hard for her to vote for this given her state could end up electing her opponent - a total Dem nut case. But hey, she should have retired already, but she also knows if she didn't run it would almost be guaranteed they would more than likely vote for another Dem to replace her. If she wasn't up for reelection I think things might have been different. The electorate have very short memories and after a few years they forget. We can only hope that she puts the interests of the country above her own politics while she still has the chance.

It's because the Senate is filled with self interested establishment uniparty members. They have no incentive to serve the people of the state they represent - only interests.
The uniparty's establishment's days are numbered. Both parties are going through massive changes. The Reps are being taken over by conservative MAGA while the Dems are loosing to the far left fridge commies and Islamists. In the end, they lose.
McConnell's lock on the Senate for sure needs to be broken. He has ruled the Senate long enough. He's only been there since 1985. He controls a lot of what does and does not get through the Senate. Nothing bypasses him without his approval. He has a lot of power in Kentucky as well. He has been a thorn in Lindsey's side for years. The old Turtle wields a great deal of power.
45 states have Senate appointments decided by the sitting governor. Kentucky is not one of them. There must be a special election to fill a vacant Senate seat. But, even if he is sick, his seat cannot be taken from him. He has to either resign or die for his seat to technically be vacant. Without that, his seat remains empty. A Senator can only vote from the floor. There is no proxy voting. Which means one less vote for the Reps when they only have a slight majority to begin with.
So even with the filibuster taken off the table, getting to 51 votes with Vance as the tie breaker would be tough given the usual RINOs. Fetterman supports the act, but that's it from the Dem side. They never used to be that way. In the past there were always a few moderate Dems that would vote on Rep bills. But not anymore. Collins is up for reelection in a very blue state. So I don't think we can count on her. Murkowski is owned and she does what her handlers tell her to do. Rand Paul is a wild card. I don't know much about the other no vote Rep. In the end, it's still a tough climb and it doesn't look promising unless those establishment RINOs can be turned. Just saying.
