The CIA is it's own external entity. It answers to no one, by design (thanks Rockefeller). It is basically (effectively) it's own Sovereign Nation. The only thing the "US government" can do against the CIA legally is to stop paying them. But of course they have their own money (far more than any other "US govt" department I'd wager).
They are supposed to account for their actions if they are questionable, but they have 100% control of all of their internal information, and any information given is voluntary, so no one can actually question them at all. They are 100% independent. They give us their limited hangouts on occasion to keep up the pretense.
See the Church Committee and their investigations of how well it worked out for them trying to stop the CIA from doing whatever the fuck they wanted.
Having said that, yes, CIA personal can go straight to a military tribunal, but such an act would be an act of war.

What an article!!!!!!!!!!!!!! I would hazard a guess, just a guess, that the FBI AND THE CIA KNEW about this software before it left the states...just a guess BUT probably closer to the truth!!!!!
Under BO 2nd term the CIA.gov page stated that the CIA answered ONLY to the sitting US President and that they operated with autonomy in that regard. (His own little army.) Which explains again their panic over DJT, the reason he went to CIA headquarters to speak to them first as soon as he was sworn in, and the trouble he has had with them and why CIA has to be destroyed so NSA can pick up the slack. IMO these agents in the wild need tracking devices as their skill sets allow them to establish little criminal fiefdoms nationwide. The operators are dangerous and must be contained.

Site showed isis worked TRAININ MIL and they used trainnin footage on news as WAR FOOTAGE and had whole list of parts of mil and locations and DRILLS they were doin.. So mebbe not in nsa current form but a restructured nsa overseeing non corrupt cia elements would be a very logical and doable transition imo especially considering the whole digital landscape upon us that space force now does.
