Anyone who has information that can prove (provide evidence beyond a reasonable doubt) that a crime has been committed and has NOT come forward and has NOT whistleblown and has NOT exposed it, leaked it to the public via wikileaks or liveleaks or some other method

Since this hasn't happened, then something else is going on. It's not enough to say "it's an ongoing sting operation". Believe me, I was the first person to promote the sting operation idea. Sting operations don't take 6 to 15 yrs. If you can't do it in any reasonable time, then justice delayed is justice denied. Or you're wholly incompetent as an investigator and prosecutor and lawman.

Same goes for the individuals states. Nearly everyone who pursued proving outcome determinative fraud took place has faced severe financial and career ending consequences.
Can a person really be charged for misprision when Law Enforcement and the Judiciary were proclaiming no crimes had been committed?

Are you sure this applies to a RICO type investigation/case? Leniency on lower criminals is made for testimony and access to larger ones. This how the conspiracy is established.
