Communist make the party/ideology the religion. I think in that quote Putin was saying how communism is made to be like Christianity because in communism there is no greater power than the state.(EDIT: GOD in Christianity). Look at China for example, the CCP is the ultimate authority even above god. In THEORY communism has some of the same values as some religions. But in practice it's always terrible.
