The weight the person carries provides the context for the 'threat'. If I told a PM their country's security would be at risk, it carries no weight. If a sitting VP now President told a foreign official the same, that carries so much more weight. Forget plausible deniability, forget assassination threats, it's perfectly clear what was being communicated.
