Well the "GPS tracking of paper ballots" is the one thing that I can assess based on my knowledge. The other stuff, I cannot confirm or deny.

Because it isn't. To track something by GPS you need a transponder with its own power source. This doesnt fit into a sheet of paper.

That's like asking people not to piss in the pool. Yeah you can ask them not to pee in it, and they can tell you they won't do it, but they will do it anyway and you won't know who it was.
