I think it's more nuanced than this. Usury should be considered as predatory lending, not common-sense interest rates to cover risk and cost of administering the loan. Hence, 0% lending is not really fair to lenders. It's business, not charity. Now, should usury (defined as predatory lending) be outlawed? Yes.
