It's just an artifact of CDN caching. It was just displaying the time when a particular cache node hit the origin page. Source: I've worked in IT since mid 90s and have managed several web sites at scale.
So someone f'ed up. The date changing is not odd. That would be expected behavior due to CDN caches.
The origin server is just rendering the current UTC time at page load because his database entry lists that he still currently holds the position.
The time doesn't change at every page load because their CDN will cache the rendered result. It will update eventually when the cached copy expires. It looks regional because CDN caches are regional.
You can inspect the cache details if you are nerdy and curious. DDG for "akamai pragma headers curl".

I think this is just an artifact of how the code is representing "present". It's clear there's no actual content on this page, looks like it was recently created from a template in anticipation of posting a biography.
The end date for his term is marked as "present", so the text at the bottom is rendering it as the UTC time at page load. In this case, it will be a few minutes behind as the page gets cached at CDN edge nodes, and will be slightly different for everyone. When you see it change, that's the cache TTL expiring.

I really wish I could see those numbers. I always see about half of what MonkeyWerx or others see. Have the U and P toggled on, zoomed to show all CONUS and right now I see 245 aircraft. Happens across all my devices on any network, I don't get what I'm doing wrong.
