a) The FCC just sent out that reminder to companies (prob including apple & google) reminding them of their responsibility / duty to comply in/ with the EBS system.
b) I believe the whole point of the PRESIDENTIAL EBS is that it can not be disabled, tampered with, nor interfered with in any way.
It's literally intended for POTUS to be able to communicate acts of war, nuclear missile launch, another 9/11, etc.
Don't think apple NOR Google could disable / tamper / interfere too much at all, at least not within a matter of weeks.
