Look up the patent though. Look how many priority patent applications were made. I did a quick search on archives of google patents, and it didn't contain any mention of COVID-19 until last year. The initial patent as it was filed in 2015 was just over some general medical testing.
If anyone can prove this wrong and show an archive of the patent prior to 2020 that mentions COVID-19, please share. Otherwise this isn't really anything at all

I believe the "positive" range that is in consideration now is anything up to a Ct of 33. 21 is absurdly low, especially for RNA fairly crudely extracted from saliva/phlegm. A difference in Ct value of 1 is equivalent to a difference in expression of 10^1, and so on. So considering a Ct value of 21 to be the upper threshold rather than 30-33 is saying the body must have 10^9 - 10^12 additional copies of viral RNA present, which is a massive difference.

Because the people running this operation cannot afford to lose the support of the entire country. Maybe when developing the plan, they predicted that chaos or rioting would cause so much havoc and unrest that the plan would not work, so they needed to maintain our support. Also, they need the military on their side, and losing the support of the military would absolutely make the plan not work. But they can't tell most of the military what their plan is, or like you said the other side would launch counter-ops.
Without providing bread crumbs, they'd have no support base left at all. For some reason that we are unaware of quite yet, it is important that the public (on both sides) has access to bits and pieces.
I am speculating, but I feel that posting these breadcrumbs online was also a way for them to gain momentum in their movement.
