What NO ONE is saying, is that prior to "Covid" -- Doctors and Hospitals tried their best to KEEP ICU BEDS FULL. Patients get better care, Insurance PAYS more, Hospitals and Doctors get PAID MORE. It is standard operating procedure to keep ICU beds at 95%+ capacity.
