From what I understand the President has control over the DC NG. Governors have control over all other state NG. Correct me if I'm wrong someone.
No governor in DC...just the mayor.
I seem to remember that during the Summer he was asking her to call in the NG...not sure, though.

Guards not only keep people out, they keep people in. The impossible to keep track of number of soldiers also makes it very easy for uniformed soldiers to go walking around anywhere. Maybe to do something like seizing unofficial servers kept in a closet
