Folks, those are USCP Detective Badges.You can clearly see, on the lady in the back, the lifted eagle and the distinct blue raised letter area (top says United States while the bottom one says Capitol Police). The normal Capitol Police badge has an olive branch under the shield so it would be noticeable. Furthermore, their lapel pins, with the capital dome on them, identify them as being members of the capital police forces.
That being said, if Nancy is being escorted by detectives, they are not there as bodyguards or police protection. It means she is either under arrest or they are simply meeting with her to question her about the stolen equipment from the Capital. However, it it were the latter, I can't see five detectives sent to question her - one or two at most maybe. A group of five, however, is usually indicative of the former.
If they are all going to be sentenced under a Military Tibunal, then I would guess it would be the military arresting them.
I think all that has happened. They've agreed to be part of the show in exchange for commuting a death sentence to life in Gitmo.
They will, of course, be 'retired' publicly first.

I believe a lot of them already are.
I think a lot of what happens to them depends on the nature of the blackmail material on them. If they were coerced and were blackmailed by threats etc. to their family (rather than active participants) then a full confession and genuine remorse could lead to such acts of mercy, imho.
Sorry, those don't look like NCIS badges to me at all, if you're using that wikipedia page as a reference.
The badges in the photo above show an eagle and a shield, whereas the capitol police add an olive branch at the bottom making the badge seem more circular in shape. NCIS badges are only an Eagle and a shield, although the eagle wings are in a different position than the ones above. The wings above are arched whereas NCIS (from what I've seen) are usually straight. Maybe the badges above are new? But definitely NOT capitol police
An image search for NCIS badges shows a different shape along the top of the badges that they use.
The badges shown here appear to be more “pinched” than NCIS badges.
Perhaps they use more than the few variants I saw
