A Ham friend of mine monitors VHF and UHF traffic in his local area. He just told me he always hears encrypted chatter on 145.000 MHz. There's a couple of cheap less than $75 hand held walkie talkies which have a capability for digital voice encryption. He thinks that is what ANTIFA is using. He records everything and sends the traffic to the local FBI office and also to NSA. Said he hasn't heard anything back from them yet. BTW, 145.000 MHz is not ever used by legitimate hams but is the default frequency on those chunk radios.

My friend did the ham radio certification. During the course they just dabbled in Morse code a little bit and she thought it was interesting and glad they included it
The Morse code requirement was dropped years ago but nothing is stopping you from becoming proficient in it. I passed elements 1A (5 words per minute) and 1B (13 wpm) years ago but have since gotten out of practice.

This really seems to me to be a clear-cut attempt to not "entrap" but rather be able to facilitate prosecuting people who violate this, whether knowingly or not.
If the perp claims they don't know, the FCC can point to this & say; "look what was just released. Ignorance of the law is no excuse"

Much like the EBS warnings; makes it that much easier for the FCC to prosecute communist traitors like most of Apple, AT&T, etc; if & when they interfere with POTUS ability to warn us that "The storm is here" via EBS.......
I don't see much other alternate explanation for this.
As with the various "remember your oath!" letters from the armed forces; this FCC memo strikes me as very unusual.

I can see people like antifa organizing using this but I would think these warnings are more directed toward people assisting 'targeted indicted people', such as pedophiles, seditionists and the like, to avoid capture by broadcasting locations jn real time of law enforcement or NG/Deputized Marshalls, etc.
This is to stick more charges onto those subverting the United States. Love it!
