You can make out that there is something (Presidential Seal?) on the cover of the folder but once it's open, it doesn't look like anything is printed on the paper...? At first I thought "how could you tell from there?" but I can see writing on the folder, on top of the button, and even his signature to an extent. You see nothing on the paper.
