If you were to take all the spirals and try and say a pedos operation is near by, I think you'd be disappointed. Now, I would say that Pedro operations may usually have a spiral heart/triangle/butterfly etc. near by, but that DOES NOT mean the opposite is true (that every spiral is near a pedo operation).
The whole point is that spirals are ubiquitous everywhere.
Tribal art has spirals, native American cultures use spirals, kids use spirals, artists use spirals etc.

Usually boy lover is independent of girl lover logos. Without more context of the photo, it's hard to tell. If the hydrant is in an arts community, or out front of a Peruvian restaurant, then maybe unrelated. If the hydrant is solo - out of environmental context - then it deserves greater discernment. If the fire hydrant were in New Mexico near a Hopi community - I wouldn't think much of it. If it were the only one on the block outside a book store or a pizza shop, that's a different story.
Use the 5000 block of Connecticut NW as a case study - Besta, Coment Ping Pong, Terasol, and the bookstore (drawing a blank on the name) - all had some symbol in their marketing which indicated pedo activity.

Not every swirl is a pedo symbol. Pedo symbols are a very specific shape.
