I believe Q was NEVER just one person. I saw a picture of a Q, made out of people in uniform? Two different uniforms? A circle of people in the middle and then a Q formed on the outside. Leads me to believe the exterior people protect the interior people (INTEL on the inside and the GUARDIANS on the outside).
That was my take but a picture tells a thousand stories.

Goodman always seemed like an opportunist trying to make a name for himself. Webb’s style was a little too piecemeal for me but he seemed well intentioned. Good information too.
