It's called a Deep Fake. Biden's face is being cgi'd onto an actor's body. The actor is real and wearing a face diaper. the computer images (Biden's face) can't react with the face diaper properly when it falls too low, causing the Biden image to stretch.
You can watch this happen over and over again for 2 minutes near the end of "Biden's" speech.
Yep, so much easier to dub video when only half the face is shown. And upper half at that. No need to worry about lining up a moving mouth.
Did he break his nose chasing the dog again? I think this is why the “mask into next year” scenario. They are having to find more Pedo Joe look a likes!

I remember the president commenting during one of his rallies about the huge amount of plastic surgery Joe recently has had. I thought it was more than an observation when he said it. Everything he says has a meaning.
In the video, he casts no shadow on the wall. Yet the camera man (or someone) to the left does. Joe's collar casts a shadow on his shirt. So Joe isn't really at that location.
