As a scientist who has researched this in quite some detail, here's my take.
Anything outside of our galaxy is pretty much irrelevant, unless travel via wormholes or another sci-fi mechanisms becomes possible. Who cares if there's aliens in a neighbouring galaxy, if, we can never meet them.
So, zooming into our galaxy.
Given what we know about the habitability of exoplanets, and with how many exoplanet systems there likely are in our galaxy - there are likely thousands (or more) of planets in our galaxy which could host Earth-like life.
There are different theories/mechanisms for how life began on our planet (which, if you're religious, you could invoke God to have caused this mechanism without contradicting the following arguments).
Regardless of said mechanism, it seems to be the case that given the right
conditions (for long enough, 100's of millions of years to about a billion years for a decent estimate), life will eventually begin on the planet.
By this logic, it is almost inevitable that there is life, of some form, somewhere else in our galaxy. Most likely, it is rather abundant. This might just be single-cell organisms, or, multi-celled creatures not too different from mammals, reptiles, and so forth. This is part of what is known as the Drake Equation.
However, this brings us to the rest of Drake's equation, and, the Fermi Paradox.
Long story short, under the assumption that all claims of alien visitors to Earth are false (which is where I stand on this), other technological civilizations are unlikely to exist, and if they do, there aren't very many of them at this present time. We would have seen/detected them by now, if they were abundant. They would have to be pre-industrial, or, far more advanced than us, to avoid detection.
This begs the question, if life is abundant, why is it the case that not many of these planets have a species (or multiple species) which evolve to a technological state? (Technology is defined here as being able to produce artificial EM waves, such as radio waves).

Alternatively, if the dinosaurs were still around (instead of say humans), is it likely that one or more of their species would have evolved to a technological state? That would probably be another "no".

It goes like this: it takes a long time for technological civilizations to develop after a planet is formed, taking Earth as the sample size of one, it could be of order ~4-5 billion years. Based on our understanding of our galaxy, star formation, and planet formation, Earth could be one of the older planets in the galaxy (perhaps in the top 10-20% for age, haven't looked at these numbers specifically). In which case, we might just have been one of the first planets in our galaxy to develop a technological civilization.
I'm personally not a huge believer in that last explanation (fairly sure there's still 1000's of planets older than Earth in our Galaxy, making this hypothesis mostly a moot point). But even if it were true, it doesn't contradict the possibility of us being alone in our galaxy.
In the coming few decades, we will be able to test this further. Our next generation of telescopes (TMT, JWST) will probably be just shy of being able to learn much about the atmospheres of rocky exoplanets, but, the generation of telescopes after that (like 15-25 years from now) would be able to.
By detecting/observing a rocky exoplanet's atmosphere to sufficient levels/precision, we can learn about the gasses in their atmosphere, the depths of those gasses, and, the abundances. This can tell us a lot about the planet's potential habitability, as well as, possibly tell us whether there is already life there (through biosignatures).
Indeed, that part of the analysis was swept under the "long story short" about the Fermi Paradox & The Drake Equation.
So, having studied this quite a bit, it wouldn't occur quite as you envision. However, the net effect of what could happen would effectively be the same as the result you have imagined.
If we were to become significantly more technologically advanced, and, saturated the EM spectrum as such, this itself would be a signature of technological life. It would not, by chance, match the background galaxy radiation field.
The above analysis takes into account the possibility that technological civilizations might only have a narrow window of being detectable, of say, a hundred years to a few hundred years (after which time, they could still be there, but undetectable).
Under this possibility, the aliens would be making a conscious decision to become undetectable (out of fear of other alien races), or, by some fluke chance, have built technology which emits less EM waves.
There are 100 billion stars in our galaxy and 100 billion galaxies in the observable universe. IF just a fraction of 1% of those stars and galaxies have life then that's thousands of alien life forms.
Also, there's nothing in the Bible that says God didn't create other life outside Earth. God created us in His image. I agree with that. But what does image mean? Humanoid? With a brain capable of reasoning and logic?
Also, also the Book of Enoch clearly depicts life on Earth with other life from outside Earth, living amongst us and giving us knowledge. Once we destroy the evil on this planet holding humanity back we will be ready to join a galactic society.

I've heard an awesome story about how certain alien races bypass the speed of causality through the speed of consciousness. Overdose in terms of dangerous/deadly overdose? No. You cant smoke enough to die from it. If you do a too high dose you will maybe remember less of the experience.

yea they do man. I and my wife saw one about 23 years ago, scared the shit out of us. We were traveling in a remote wooded (nothing but woods for like 50 miles either way. The 'flood lights' up ahead had me thinking there was an airport around the corner.....then the thing silently rose up and hovered a constant distance away from the car....I would guess like 300 to 500 feet away. It had many lights around its perimeter that were going around and around. Then it zipped like a streak of light to over a distant mountain. Then it zipped back near the car. There was a thin beam of light that was like you would see in a movie where you are getting scanned that passed from the right to the left. I was freaking out the wife in the back seat was hysterical. Then it went up up up so fast it was a dot and disappeared. So fuck me I was unable to drive at night from fear for years after that.
There are many parallels between ET encounters, demonic possession, fairies, and hypnotism. crazy huh. i had to get my wife to come look. because i thought i was going nuts. it was a long black slim thing on the left side and a wirry zingy bouncing flashing thing on the right side. they were the same height as the moon and pitch black other than the one on the right flashing white at times. of course in my bewilderment i forgot all about filming it, and by the time i thought about it and grabbed the phone it was gone. but i am telling you i watched it a good 10 min.

I agree that some aliens are fallen angels. But I also believe there are other species out there that have had a similar fight with evil that we have.
I heard a pastor once, a real Pastor who spent a lifetime studying scripture say the Four Beasts in these verses may be from another planet. Rev 19: 4-5 "And the four and twenty elders and the four beasts fell down and worshipped God that sat on the throne, saying, Amen; Alleluia. And a voice came out of the throne, saying, Praise our God, all ye his servants, and ye that fear him, both small and great."
These four beasts are unique, they are joining in worship with redeemed men, they may actually be redeemed creatures, and they don't fit anywhere in scripture, angels were never offered redemption, they are not seraphim (who worship God continuously ) , they are a mystery.

I've heard an awesome story about how certain alien races bypass the speed of causality through the speed of consciousness. Basically, their ships become extentions of their minds, and not only can they travel hundreds of lighyears in a short amount of time, they can travel billions, if not, TRILLIONS.
If true, this puts the universe into a totally different perspective. It would mean that consciousness is a tangible part of quantum mechanics, and that our existence is multidimensional.
The only model of the universe that makes sense is a consciousness first model. Meaning consciousness creates reality. The physical world is a manifestation of your consciousness and doesn't exist if your not their to experience it. Your body is not your prison, it's your temple.
This is my belief as well!
Also, when people seek God in the sky, they're making a mistake. God exists in all of us. Whenever someone says it creeps them out to think they're being watched 24/7, I tell them we are all part of the Creator.
