The morning after the fauxnoguration on Jan 20th I heard that at 6am there were a bunch of fireworks that went up over the White House, and everyone was wondering why on earth there would EVER be a 6am fireworks display?
Yes, the fireworks were caught on EarthCam's live stream of the front of the White House. Al kinds of weird things happened like a big floodlight in front of the White House door, black SUVs coming and leaving, police cars arriving and circling back, and an observation deck structure with reporters observing the whole thing (maybe it was GEORGE news??)

As you can see, there is no set time it has to be done, just "from time to time" which has traditionally been annual. You are correct that it is usually done after the first year in office.
