So I was a military cop not long ago and the official training we received stated an active shooter could be anybody. Anyone acting with the intent to inflict deadly bodily harm to someone is considered an active shooter. It’s not a literal term to cops, just easier than saying “hey there’s a guy with a pitchfork stabbing people”.

Might be easier, but it is not accurate. Does accuracy somehow not count at all?
If someone has a fully auto vs. a pitch fork, you would not roll in with the same expectations. That must have SOME value to law enforcement.
Seems weird.
Wish the banks had that kind of accuracy giving out mortgage loans. LOL

We never used it generically.
For anyone curious on the standard for most PD’s.

Policeman walks up next to some guy holding a pitchfork..."hey, did you see someone around here shooting people?"
Pitchfork guy then stabs policeman.
