So I was a military cop not long ago and the official training we received stated an active shooter could be anybody. Anyone acting with the intent to inflict deadly bodily harm to someone is considered an active shooter. It’s not a literal term to cops, just easier than saying “hey there’s a guy with a pitchfork stabbing people”.
But.. there WAS a gun in someone's home in the vicinity of the reported active shooter that wasn't shooting.. and even though that person wasn't home, that person could have identified as an active shooter if he decided to use that gun to shoot people.. basically, the whole non-shooting was just thoughts away from shooting!

Might be easier, but it is not accurate. Does accuracy somehow not count at all?
If someone has a fully auto vs. a pitch fork, you would not roll in with the same expectations. That must have SOME value to law enforcement.

There was a possible active shooter at my house today but it turns out I just had gas.

I don't own a gun, but I do identify as a gun owner. And that gun owner that I identify as might well identify as an active shooter some day.
