It's not so much that they 'own' anything but they use VPNs and Tor. This isn't all that unusual for site admins at websites that have a tendency to attract trolls. You will get some very serious trolls who go well beyond just doing it for the lulz or trying to be a keyboard warrior and you have to IP ban these people. A small portion of those people go to VPN services and Tor to get around your IP ban. But with such services they can just get new IPs so you have to block the 'exit nodes' for these services.
The downside to this is that it's very time consuming in an area that already consumes a lot of time. And a super super super serious troll can just go from one VPN to another if they want. You're also potentially blocking the IPs of innocent people when you do these wide IP bans.
I've personally come to the conclusion before that it is simply not worth the effort. Eventually the person/people will get bored and move on. That seems to be what this admin has decided as well.
The admin determined that these exit nodes swap around between various IPs within the same subnet. IP subnets are incredibly expensive to own. I am sure the clowns acquired these subnets lang ago.

You have to differentiate between trolling for lolz and trolling to destroy a community. Far too many communities have been destroyed by professional trolling - so you simply cannot say "yeah just ignore them and they will move on". These are psyops. You could be the re-incarnation of Zen and ignore them, but many in the community will let them get under their skins and eventually turn on each other.
I think it's probably more likely that the ISP owns the blocks, not the shills. It costs nothing for the attackers on a common ISP to run VPN exit points for each other, coordinate efforts out-of-band and an IP address change is as simple as a reboot of the CPE router.
Two can play the game, though.

Collect IPs and messages connected to the shill activity and flood the ISP's abuse mailbox, FCC, and potentially the FBI's hate crimes tipline with reports. Maybe someday the federal government will get back to doing its job, but at least create noise in the meantime.
If there's a based State AG somewhere in the jurisdiction (like for instance the shills were posting from an Austin TX ISP), bring state authorities in on it.

I thought of it. Its been ages I been in a college so dont know how it works now, but I would think that their subnets are allocated amongst a whole lot of departments, and each student will be able to switch around in one small area depending on which department / facility they are in.
Also, I wonder if these days they deploy NAT or do they have the luxury of allocating an IP for each machine ?

Well I don't know really. Currently I used proxy not tor for some time,there were problems with logging on from tor here.
