Not fake IPs, but the dump from Mary Fanning where 98% are perfectly benign and aren't out of the ordinary.
It was sensationalized as absolute proof of Chinese and Russian state involvement, but in reality, nothing more than using WHOIS and MaxMind against a bunch of IP addresses from a source that can't be verified (in a forensic, will-hold-up-in-court sense of the term).
While this analysis is statistical only and not based on IP addresses...
Stop deflecting. There should have been ZERO ip contacts during the counting. ANY SINGLE external connection, communication or transaction is "out of the ordinary."
Originating from OUTSIDE THE COUNTRY is further, way beyond abnormal, into plain and blatant criminal territory.
Dr Frank was teaching 6th polynomial manipulation of the 2010 census in his classes and recognised the pattern of population, that did not match the 2020 populations. This explains all the weird over-registrations and dead people voting. The algorithms based their numbers on the 2010 census, and of course, people have moved or have died.
It makes me want to not fill out the next census because it is actually being used to subvert democracy, not find out if you use a toaster or something.
What's more, the algorithm is used ALL OVER the world. It is used to decide your school board, your mayor, or your sheriff.
Again, Mary Fanning's source was not positively identified. I suspect someone grabbed it from a tap off of the wired infrastructure at a few locations or a wireless sniff of multiple SSIDs at those locations.
It's not a deflection, because there's zero info those IPs were contacted by the voting machines themselves.
And it's unclear what the tabulation / reporting machines were permitted to connect to, that would be in the system security plan submitted to the FEC and/or CISA. External connectivity absolutely could be allowed.
Regardless of that, it is public knowledge that Dominion, Scytl, and Edison Research all used Amazon Web Services as part of their infrastructure. I personally confirmed that better than 75% of the IPs attributed to "Chinese hackers" were in reality, VMs that are part of AWS running in Tencent's cloud.

I sampled 75% and found nothing attributable to overt nation-state hacking, not I looked at 100% and 75% was 'clean'- I'm not implying 25% was malicious.
If we want to fix this going forward, the law needs to be changed to treat voter data the same as CUI, only reviewable by vetted US Citizens and hosted in the US on a FEDRAMP High-compliant system.)
All of it together discounts the Fanning dump, it's not smoking-gun stuff, but a haystack of uncorrelated data. The key to what you're stating is tying the external communication to a voting machine while "in service", which would be the violation. The ability to correlate that in the Fanning data is lacking.
You did a better job addressing Fanning's data than anything I have seen in the MSM. They just went for the smear job when they could have looked so much better by stating some of the info you have.

Question: How come Pence wasn't able to get the info this guy has on Registered Voters from the states back when he was assigned the task to clean up election rolls in 2017? Project was cancelled, because he could not get many states to cooperate with his data requests. He had Census access from 2010, of course because it was national data.

I don't, Dr. Frank's work isn't related to any IP-based analysis. His work is purely statistical and based on the actual voter data.

Didn't OIG have several violations written up on Elections support organizations for not complying with standards?
