Notice how early on, governments were closing the borders? Government wanted to keep people as divided as possible. Just because people are in other countries, does not mean they can't or wouldn't have support outside of their own country.
I don't know if it's still closed but the USA/Canadian border was closed for many month because of the covid hoax. During times like these, it would not surprise me if people from different countries joined together in person to defy the tyrants so they try every method available to stop things like that.

People here think this is a victory. It’s not. IMO they intentionally went too far with the police measures, so they could walk this back, and people would feel like it’s a victory.
