Apologies for being fussy, but ... reading your post it looks like removing the dam caused the river to become a wastewater drain. I think it's the opposite.

Re ATLANTIC MIRACLE comment. Sorry if ambiguous, please read the article for yourself. The miracle occurred when the dam was removed. Dams are really bad for the environment.
