In war, Generals don’t use their soldiers as pawns and allow them to be captured by the enemy as a part of some “grand plan”. That’s not being in control of anything.

I always took it as it was a good idea from a business point of view. Having someone like lil wayne promoting Maga and hitting the black community with a message of stand up and make something of yourself instead of that victimhood shit they are being hit over the head with now.

To benefit an argument or prove a point, but never for his personal benefit, Trump would let his allies twist in the wind. For example, he probably didn't pardon Gen. Flynn much earlier because he wanted us to see how corrupt the courts were.

Because the cases need to make their way in the courts. Once pardoned, all cases are dropped.
But that is not the only reason, however. Optics are important as well. As long as the Capitol Riots are presented as Right Wing insurrection by the mockingbird, he cannot endorse it. If he simply pardons them, the narrative will be solidified and Trump will be smeared as supporting extremism, even by his own supporters.
(You will be surprised at the present how many Trump supporters indeed think Qanon extremists caused the violence on Jan 6th).
