They do that a lot when reporting on these famous people. They describe what they're wearing - the latest fashion - by showing the price paid by them, and then they often show cheaper knockoffs available. So one can wear the latest being worn by the famous...

My understanding was that all former presidents and their children had SS protection until they died. So I thought Jimmy Carter and even his daughter Amy were still being protected. That may have changed some where along the line.

It may be from plastic surgery. Often the surgeon has to recreate a belly button because the old one is removed with the excess skin.
