This doesn't make a lick of sense.
Do they think that soldiers were born with the ability to fight 3000 years ago and not put into training when they could walk and never did anything but train to fight? It's like CCP making kids into gymnastics slaves, obviously they are better at gymnastics than your 13 year old daughter because they literally have never done anything else, not because Chinese people have some inherent gymnastic ability in their genes.
There's nature (genetics) and nurture (training). Genetics plays a big role in all kinds of skills and abilities. So, if they select and breed (or clone) according to desired genetic predispositions, the offspring are more likely to posses those predispositions. As for nurture, training can further develop these predispositions. Another interesting topic is cellular memory, which, if it's a real thing, could give the offspring a jumpstart because they would gave innate knowledge of the required skills which would lessen training time and allow further development of the offspring's skills.
