If you read Jim Watkins statement, it seems they did an investigation of the logs and are 99% sure it was a 'Global volunteer' who did the post. Not Q.
For does who don't understand - a global volunteer, it is volunteer mod that have access to all boards. As a global mod he was able to post but not have the password to activate the tripcode as Q.
JIm implies the volunteer was dealt with. He didn't want to say if he was being curious or trolling or ill intended. But I imaging they are looking into it. Of course, this person was removed from the global access.

Yes. Admin have access to everything, global mods can have access to everything dependsing on the access given. Besides there are ways to side-step conventional access by admins if they want to (but the logs will show this). Otherwise, How do you think they deal with software issues and backups?
