Keep in mind that you can hide ANYTHING at a fair. :>)
A fair operates until very late at night, with people working at the fair being out there throughout the night. They have security guards, etc... 24/7. Nobody knows who might be working at a fair, or attending as a visitor... so you can hide hundreds of military people among the crowd or disguised as fair workers.
Fairs have lots of trailers & tents for vendors, in which nearly any thing can be concealed (like surveillance equipment, armed response teams, vehicles, etc...).
Fairs would also be a great place to install cameras, remote listening devices or monitoring stations for the audit next door.
My bet is that would be the last place you would want to start trouble. That "fair" probably had at least 1 or 2 quick armed response teams ready to go at a moment's notice. They also likely had at least one surveillance team with computers and monitors watching over the audit and the entire surrounding area.
Not at all. It was recognized as a little carnival that travels around to malls and swapmeets and few would bother. The news tried to promote it for a couple of days and gave up.

This was tiny but you are right. The normal fair has a guantlet of guards right at every gate.
Hmmm, I think we made to much noise stopping the left from using it to their advantage...
Arizona Rangers happened!
True, true, true. I am surprised they still didn't try something in their hubris.
I purchased a cool bong there.
It was a ‘white hat’ operation to guard the audit.
Complete with spy plane, eh?
Gaslighting doesn’t work here, sweet cheeks.
Huh? I'm just bringing up the plane that was spotted circling it.
I read about that
Sorry, fren, don’t know anything about planes.
Then you should investigate before accusing someone of gaslighting.
I thought you were implying that I saw spy planes over the audit. Which I knew nothing about. Settle down, Nancy, we’re on the same team.
Team members don't accuse each other of shit.
I never thought of that..What a clever idea!
