You can argue that he’s racist and such if you’d like, but it’s worth citing the whole quote, as it definitely gets a more sinister tone when it’s chopped up like that.

However, in that very same hearing, he did advocate for integration in both education and in the whole of society. He advocated for voluntary integrated bussing, and advocated for integrated housing as well.

There are still black people that are being held back by city policies and give the black communities little to do about it but engage in criminal activities because there are little other resources in lower income communities to help them.
Low income, predominantly black communities have little public resources, such as schools, libraries, and sports communities to keep them occupied, active, and learning.
I like that you mention the prison system too. Part of it also comes from prisons being for profit, incentivizing them to encourage more criminal behavior, leading to more arrests, leading to more $$$. It's sickening, really, and black communities have been the target for this for years.

I don't think anyone I know (and I've always only lived in highly majority white areas) actually cares about working with other races (like, cares about it in a negative way).
