Sometimes I wonder if lockdowns and quarantines are as much a white hat operation as a black hat. If you want to do a mission and you want the public out of harm's way, you institute a lockdown. If you want to get a public figure out of the public's eye, you "give them COVID" and report that they're quarantining.
