They may be skewing the numbers even more than that. It appears that they are only counting breakthrough cases if it results in hospitalization. They said:

So not content with lowering the cycle count on Biden's Inauguration Day, it looks as if they are only counting vaccinated people if they have symptoms and go to hospital as a result.

Divide the cycle count by 3 to determine the number of noughts. So 20 cycles gives six and a bit therefore add 6 noughts to give a factor of a million. For 36 cycles divide by 3 to get 12. So we would be multiplying our sample trillions of times
